Why would the idle move and feel sluggish at idle and acts like its idling up and down not pushing the gas?

Most of the time it is your Idle air control valve that can be cleaned. Best way to get off cheap is go on the internet and look up the part for your vehicle and it will give you a picture of what it looks like then lift the hood and find it. It will be at the intake on the top of the motor. Then take the hose from your air breather of at that part spray some carburetor cleaner in there and that may take care of your problem with very little cost. Best of luck
