Do you ever have to replace a catalytic converter?

i have a 94 g20 van and i just had it tuned up. new plugs , cap , rotor and air filter but it still seems sluggish on acceleration. i also put in a new fuel filter and that didn't work either. im wondering if it may have some problem with the exhaust system. i checked the tires and alignment also.
